Five Amaila Falls Bids Opened in May, Now Under Evaluation
Kaieteur News reported that five bids for Guyana’s Amaila Falls hydropower project were opened at NPTAB in May 2026 and were at the evaluation stage by September 27. The current tender uses a BOOT model, after a 2021 disagreement over a proposed shift to EPC and an earlier round that drew four proposals stalled.
Kaieteur News reported on September 27, 2026, that five bids opened at the National Procurement and Tender Administration Board in May were being evaluated for the Amaila Falls hydropower project in Region Eight. President Irfaan Ali said negotiations with the best-ranked bidders would follow the evaluation. The current Request for Proposals uses a Build-Own-Operate-Transfer (BOOT) model and sets a minimum installed capacity of 165 MW; the transmission network is to be built separately. The five bids are distinct from four proposals submitted under an earlier revised RFP.
The procurement history helps explain the repeated model changes, though the article does not establish that they account for every delay. Kaieteur News says the project was introduced in 2011 and faced opposition-party resistance in 2014. In 2021, talks with China Railway Group Limited ended after the company sought to move from BOOT to an Engineering, Procurement and Construction (EPC) model, citing BOOT financing challenges; the government was reluctant to switch. After a later BOOT tender drew four proposals and stalled, the government announced another tender in early 2025. The May 2026 bid opening is the latest stage, not a completed selection: evaluation was still underway.
