US Health Authorities Mandate Attestation for Passengers Flying to US
According to the Guyana Times, US health authorities have implemented a new rule requiring all passengers on international flights to the US to complete a mandatory attestation form before check-in, effective November 3, 2026, to mitigate the risk of Ebola transmission.
The Guyana Times reports that Caribbean Airlines has informed passengers traveling to the United States (US) that they are required to complete a mandatory attestation form prior to check-in, as part of a new mandate from US health authorities aimed at preventing the introduction of Ebola via air travel.
This requirement became effective on November 3, 2026, at 22:59h Eastern Standard Time, and it applies to every individual boarding international flights destined for the US, irrespective of their nationality or the nation from which they are departing. In a notice released on Tuesday, Caribbean Airlines stated that passengers must complete and submit the online form before check-in to prevent delays.
Under an order issued by the US Centres for Disease Control and Prevention (CDC), passengers must affirm that they have not been physically present in the Democratic Republic of the Congo (DRC) within the 21 days preceding their flight to the US. This requirement extends to passengers who merely transited through an airport in the DRC without exiting the airport.
Furthermore, the order places specific duties on airlines and other aircraft operators. These entities are obligated to confirm that passengers have finished and signed the attestation, prevent individuals lacking the necessary declaration from boarding, and keep copies of the completed forms for a minimum of 42 days.
Passengers who do not complete and submit the attestation will be denied boarding, unless they have received an applicable exemption from the US Government.
The measure is intended to lower the chance of Ebola being brought into the US through air travel. The CDC indicated that the 21-day timeframe corresponds to the maximum incubation period for Ebola disease. Caribbean Airlines has made the attestation form accessible via its online portal at https://attest.caribbean-airlines.com.
The airline has also advised passengers to consult the CDC website for additional details regarding the requirements, including responses to frequently asked questions.
